Create a legacy goal framework

All goals are contained within a framework. To create a new goal framework follow these steps. 

1. Go to Quick-access menu > Goals > Manage goals.
2. Click Add new goal framework.
3. Enter a Name that describes the framework; it will be visible when users are selecting goals.
4. Enter an ID Number; this is optional and could be used to map the goal framework to an external system’s IDs.
5. Enter a Description of the framework.
6. Select the Scale that will be used to assess the goal.
7. Click the Save changes button.
