# Create a legacy goal framework

All [goals](/totara-20/docs/what-are-goals-1) are contained within a framework. To create a new goal framework follow these steps.

1. Go to *Quick-access menu > Goals > Manage goals.*
2. Click **Add new goal framework**.
3. Enter a **Name** that describes the framework; it will be visible when users are selecting goals.
4. Enter an **ID Number**; this is optional and could be used to map the goal framework to an external system’s IDs.
5. Enter a **Description** of the framework.
6. Select the [**Scale**](/totara-20/docs/create-a-goal-scale-1) that will be used to assess the goal.
7. Click the **Save changes** button.
