When Totara goals are enabled, a number of capabilities will be granted to the Authenticated User and Staff Manager roles to allow them to manage their goals.
By default, participants other than the Subject and Manager in a performance activity can only view goals from activities. They cannot access the goal details panel or select goals to review or update goal progress, unless Authenticated Users are given the same permissions and capabilities as Staff managers (see the table below).

| Create/edit/delete a goal for another user perform/goal:managepersonalgoals | Allows users to create, edit and delete Totara goals for their direct reports. | By default this capability is assigned to the Staff Manager role. |
| Set current value and/or status of own goal perform/goal:setownpersonalgoalprogress | Allows users to update the progress value and status of their Totara goals. | By default this capability is assigned to the Authenticated User role. |
| Set current value and/or status of a goal for another user perform/goal:setpersonalgoalprogress | Allows users to update the progress value and status of their direct reports' Totara goals. | By default this capability is assigned to the Staff Manager role. |
