When Totara goals are enabled, a number of capabilities will be granted to the Authenticated User and Staff Manager roles to allow them to manage their goals.
By default, participants other than the Subject and Manager in a performance activity can only view goals from activities. They cannot access the goal details panel or select goals to review or update goal progress, unless Authenticated Users are given the same permissions and capabilities as Staff managers (see the table below).
