If you have permissions to view someone else's competency profile (as either a Site Administrator, their Manager, or an Appraiser assigned to them) then you can do this via their profile page. On the user's profile page in the Develop block you will see a link to the Competency profile.
As an appraiser you can also access the competency profile of a user from any rating requests you receive.
When you access the competency profile you will see information about any competencies assigned to that user as well as an Assign competencies button in the top right. There may also be a button in the top right for Rate competencies if the user has any competencies assigned to them that you can rate.
When viewing someone else's profile you will see their name and profile picture displayed in the top-left corner (this will not be present when viewing your own profile).
