To access your own skill profile you will need to go to Develop > Skills from the main menu bar.
When you access the skill profile you will see information about any skills assigned to you, as well as a Self assign skills button in the top right. There may also be a button in the top-right corner for Rate skills if you have any skills assigned to you that you can rate.
