If you have permissions to view someone else's skill profile (as either a Site Administrator, their Manager, or an Appraiser assigned to them) then you can do this via their profile page. On the user's profile page in the Develop block you will see a link to the Skill profile.
As an appraiser you can also access the skill profile of a user from any rating requests you receive.
When you access the skill profile you will see information about any skills assigned to that user as well as an Assign skills button in the top right. There may also be a button in the top right for Rate skills if the user has any skills assigned to them that you can rate.
When viewing someone else's profile you will see their name and profile picture displayed in the top-left corner (this will not be present when viewing your own profile).
